Whether the amendments suggested

meet the objections raised by the Judges is,

I think, a question for Hong Kong to decide.

Their result, however, is to abandon the principle of the judicial inquiry for British

subjects which has all along been insisted upon

here. I do not see why the Judges in Hong

Kong should raise objection to any such

system. It is, I believe, in force in Kenya.

9 The O.A.G. should, therefore, not suggest

proceed with this Bill, and I think the best the ing

to do is to instruct him to wait until

the Committee reports.

I have examined the draft Ordinance,

and have set out in a memorandum attached

several points which have occurred to me on

the draft as it stands with the proposed

amendments.
